UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a recent survey of local authorities, UK councils are planning to offload social clubs, athletic facilities, and shopping arcades as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK reported that six out of ten of local authorities are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for selling public land and open spaces to support their budgets, but they argue they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a high proportion of authorities seeking to generate funds from a fire sale of assets marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would prioritise service redesigns and utilising savings to manage growing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in Kent announced its property management strategy included the sale of a shopping centre in Rainham and a community venue in another town to generate £20m over five years.

  • A local golf course and business parks owned in two English counties, which all generate rent for the authority, will also be sold under the plan.

Council Tax Rises and Broader Fiscal Strains

The survey of councils in the key cities group, which covers several urban centers, further found that more than 70% of councils will have to increase local levies next spring to address the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

Medway council explained it will proceed with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures require time to deliver both improved services and financial savings,” said a council leader.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

Research of county councils recently further found council budgets being strained by the growing number of young people and older individuals requiring Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) for English councils, several participating urban areas were among the most deprived in the country.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” noted the study.

“While only one key city is in the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the worst-off 20% of England. The figures highlights the scale of difficulties facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and demand,” said a council leader.

“Without this, councils will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their communities.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the study found.
